This has been going on since 2012, and Google’s latest upgrade just adds to the confusion.
Here are some of the things that Google’s page title update is supposed to detect and correct:
Titles with a half-filled glass The new Google algorithm is intended to identify half-empty headlines, such as those that just show the site name, and modify them by adding information from elsewhere on the page.
Titles that have been obsolete When the same page is used year after year for repeating content, the title may become outdated, but the title remains the same.

This kind of change may be as easy as changing the year in the title while leaving the rest of the text same.
Titles that are incorrect Titles don’t always properly represent the content of a page. Pages containing dynamic content with a title element like: Giant stuffed animals, teddy bears, polar bears – Site Name, according to Google.
For a page with dynamically changing content, this is an example of a static title. Some of the items may or may not show on the page.
Google may change the title to better match the content of the page.
Titles for micro-boilerplates Micro-boilerplate titles are boilerplate title components that appear on a subset of a site’s pages. The Google system recognizes these titles and changes them accordingly.
“Consider a television program discussion forum on the internet. It could include sections for various programs, and then sections for threads for specific seasons for each show.
On the season pages, the micro-boilerplate title components appear. Because the names don’t include the season numbers, it’s unclear which page belongs to which season.”
